According to Rasmussen, Governor John Hoeven would easily defeat Senator Dorgan if he decides to run. The poll isn't a major surprise because Hoeven is popular (87% approval rating) while Obama (58% disapproval) and his Healthcare overhaul (64% oppose) are not.
